Provinces and Territories are also able to use the Express Entry system in order to select a portion of candidates for their Provincial Nominee Programs. The Express Entry system creates a pool of candidates for immigration to Canada based on the information they enter into an online profile. CIC then assesses candidates based on a number of criteria, such as:
Initially, CIC suggested that a score of at least 600 points was necessary in order to obtain an ITA. However, CIC has begun to select applicants with less than 600 points, which indicates that a positive Labour Market Impact Assessment ("LMIA"), confirming that there is no Canadian Citizen or permanent resident who is qualified and available to perform a position, is not necessarily required in order to be issued an ITA.
