Canada Express Entry Immigration System:  Where Are We Now?

In January 2015, Citizenship and Immigration Canada ("CIC") launched a new electronic system called "Express Entry" to manage applications for permanent residence under:

  • the Federal Skilled Worker Program,
  • the Federal Skilled Trades Program, and
  • Canadian Experience Class.

Provinces and Territories are also able to use the Express Entry system in order to select a portion of candidates for their Provincial Nominee Programs.

The Express Entry system creates a pool of candidates for immigration to Canada based on the information they enter into an online profile.  CIC then assesses candidates based on a number of criteria, such as:
- age,
- language ability,
- education and
- work experience, etc.
and will proceed to invite the highest-ranking individuals to apply to immigrate to Canada by issuing an invitation to apply ("ITA").  Employers and potential candidates will benefit from faster processing through the Express Entry system.  Indeed, CIC’s goal is a six-month or less processing time from the day they receive a complete application for permanent residence to the day a final decision is made.

Initially, CIC suggested that a score of at least 600 points was necessary in order to obtain an ITA.  However, CIC has begun to select applicants with less than 600 points, which indicates that a positive Labour Market Impact Assessment ("LMIA"), confirming that there is no Canadian Citizen or permanent resident who is qualified and available to perform a position, is not necessarily required in order to be issued an ITA.

Since all of the immigration streams managed by the Express Entry system are subject to limits on the number of applications that will be processed, we recommend that all those who are seeking to apply contact our offices as soon as possible for an assessment of their points.
